Vizyon, bir kurum için realist, güvenli, çekici bir gelecektir. İnsan grupları tarafından benimsenen bir idealdir, bir ümittir. Daha açık bir ifade ile Vizyon; kuruluşun “Ne olmak istiyoruz” sorusuna vereceği cevaptır.

 

Kuruluş amacı toplumun ortak ihtiyaçlarını karşılamak olan ve toplumdan aldığı yetki ile ve yine toplumun kaynaklarını kullanarak hizmet üreten kamu yönetimi, uzun süredir sürekli eleştirilmektedir. Kaynakların israf edildiği, halkın görüş ve değerlendirmelerine yer verilmediği, kırtasiyecilikle özdeşleşen bürokratik anlayışla hareket edildiği, formalitelere bağlı kalmak uğruna sorun çözme anlayışının feda edildiği ve benzeri birçok eleştiri yapılmaktadır. Uzun yıllar devletten bekleyen, devlet karşısında kendisini hesap verme konumunda gören birey ve toplum, demokrasi kültürünün ve özgürlüklerinin gelişmesi ile etkilenen olmaktan çıkarak etkileyen olma aşamasına girmiştir. Artık, kamu yönetiminin kendisine hizmet amacıyla kurulduğu ve dolayısıyla asıl patronun kendisi olduğu bilincine ulaşan toplum, kendisine sunulanla yetinmemektedir.

 

Kamu yönetimine yönelik eleştirilerdeki artış, kamu yönetiminin yerelde örgütlenmesi olan belediyeleri de kapsamaktadır. Halka daha yakın oldukları için belediyelerin icraatları daha geniş bir kitle tarafından ve daha yakından takip edilmekte; bu da eleştirilere zemin hazırlamaktadır. Belediyeler belde ve belde halkına hizmet için kurulmuş kamu tüzel kişilikleri oldukları için beldeye ve belde halkına yönelik hizmetler sunmaktadırlar. Dolayısıyla, belediyeler için kalite, belde ve belde halkına sunulacak hizmetlerin istenilen özelliklere sahip olmasıdır.

 

Burada kalite kavramındaki etkinlik, verimlilik ve zamanında sunumunun önemi de göz önünde bulundurulması gerekmektedir. Bu açıdan bakıldığında belediyeler için kalite; belde ve belde halkına yönelik hizmetlerin kendilerinden beklenen özellikleri taşıyan, etkin ve verimli biçimde ve zamanında üretilen ürün veya hizmet olmalarını gerektirmektedir.

 

Bir belediye hizmetinin hizmete bağlı özellikleri tamamen taşıması, etkin, verimli ve zamanında üretilmesi de yeterli değildir. Bu hizmetin aynı zamanda vatandaşı memnun edecek biçimde sunulması da önem arz etmektedir.

 

Vatandaşın belediye hizmetlerinden beklentisi her geçen gün nitelik ve nicelik yönünden artmaktadır. Artık sadece daha fazla hizmet değil, daha kaliteli hizmet talep edilmektedir.

 

Daday Belediyesi, Daday halkının belediyeden beklediği hizmetleri kaliteli, verimli, etkin biçimde gerçekleştirmeyi ve bu çalışmalarıyla da diğer kurum ve kuruluşlara örnek olmayı kendisine vizyon olarak belirlemiştir.

YAZI İŞLERİ MÜDÜRLÜĞÜ FAALİYETLERİ

  • 01.01.2017 ve 31.12.2017 tarihler arasındaki bir senelik faaliyet süresi içersinde Belediyemize diğer Resmi Kamu Kurum ve Kuruluşlardan gelen 620 adet evraktan  508 adet evraka ve Belediyemize verilen 80 adet dilekçeye gerekli cevaplar yönetmelikler doğrultusunda verilmiştir. Belediyemiz hizmet araçlarına, hizmet binasına ve ilçenin ihtiyaçları olan hizmetlerin karşılanmasına dair Encümen toplantılarında 84 adet karar alınmıştır.
  • Belediye Meclisinin 2017 yılında yapılan Meclis toplantılarında 41 adet karar alındı ve alınan bu kararlar ilgili birim ve yerlere gönderilerek gerekli işlemler sonuca bağlanmıştır. Belediyemize evlenmek üzere müracaat eden 30 çiftin evlenme işlemleri yapılarak Nüfus Müdürlüklerine ve Devlet İstatistik kurumlarına bildirilmiştir.
  • Belediyemiz mevcut Memur kadrosunda çalışan 9 memurun D.M.Kanunun 64.ve 37 maddeleri hükümlerince terfisi gelen memurların aylar itibarı ile terfi yükseltilmeleri yapılmıştır.                                                                                                      
  • İçişleri Bakanlığımızın ilgili Genelgeleri doğrultusunda İçişleri Bakanlığı Taşra Teşkilatı Hizmet içi Eğitim planı çerçevesinde 6 aylık periyotlar halinde İnsan Hakları Halkla İlişkiler, Kamu Personeli ile ilgili düzenlemeler,yazışma ve büro işlemleri 657 Sayılı Devlet Memurları kanunu Sivil Savunma Afet Kriz ve Güvenlik Mevzuatı AP ve Uluslar arası İlişkiler yolsuzlukla mücadele ve Etik, Terörle mücadele,Tasarruf tedbirleri,Enerji verimliliği,Bilgi edinme kanunu,İdari yaptırım ,Kamu Hizmetleri Standart dosya, Koruyucu Güvenlik Özel Talimatı,Yangından korunma yönergesi,Sivil Savunma Planı Alarm İş takvimi,Kadro Erteleme öneri çizelgesi,ve dosyalama ilgili birimlere sunuldu. Tahakkuka bağlı tahsilatlardan ise tahsilatı yapılmayanlar bir sonraki yıla devredilmiş olup yasal süresi içinde tahsil edilecektir.

ZABITA MÜDÜRLÜĞÜ FAALİYETLERİ

Belediyemiz Zabıta Hizmetleri ilçemizde günün 24 saatinde görevli olarak çalışmaktadır. İlçede başıboş dolaşan köpekler kontrol altına alınıp kısırlaştırılması yapılmıştır. İlçemiz mezbahanesinde  kesilen etlerin veteriner tarafından kontrolleri yapıldıktan sonra ilçe kasaplarına dağıtımı ve kontrolleri denetimi yıl boyunca yapılmıştır. İlçemizde alkol ve tütün ürünleri satışı yapan yerler ile internet salonları ve kahvehaneler denetlenerek 5727 sayılı yasa gereği ‘ Kapalı Alanlarda Sigara İçilmez’ afişleri dağıtılıp Emniyet Müdürlüğü ve Halk Eğitim Müdürlüğü ile iş birliği yapılarak ilçe halkı bilgilendirilmiştir. İlçenin temizlik işleri, personel az olsa da titizlik ve hassasiyetle çöp kamyonuyla haftanın 7 günü yapılmakta, mahalle ve sokaklar arasında eskiyen ve yenilerinin konulması gereken yerlere yeni alınan çöp konteynırları konmuştur. İlçemiz Orman İşletme Müdürlüğü ve İcra Müdürlüğü’nde yapılan tellaliye satışların da % 1 tellaliye ücreti olarak Belediyemize gelir sağlanmıştır.

Yaz aylarında ilçemiz cadde sokakları yıkanarak temizliği yapılmıştır. İlçemiz Lise ve İlköğretim okullarında yangın tatbikatı yapılmıştır. Kış öncesi Resmi Kurum bacaları kontrol edilmiştir. Belediye mülkü olan veya Belediye’nin hükmü tasarrufu altında bulunan yerlerde belli program kapsamında park ve çevre düzenlemelerinin yapılması, binaların, tesislerin ve yaya yollarının projelendirilmesi, imkanlar ölçüsünde yolların yapılması veya yenilenmesi, bozulan yolların veya tretuvarların tamirinin yapılması, eski yapıların yıkılması ve yıkımı için gerekli yazışmaların yapılması, mahalle ve sokaklara konteynır ve çöp kovalarının yerleştirilip kontrollerinin yapılması, şehir içi yollarının imar planına uygun olarak trafiğe açılması için yeni yol açımı ve stabilizasyonu, açılan yolların beton parke veya asfalt vb. kaplaması, kanalizasyon şebeke düzenlemesi ve arızaları, içme suyu tahlillerinin yapılması, içme suyu şebekesi döşenmesi ve bakımı vb. gibi hizmetler vermektedir. Bu görevlerin haricinde birime gelen yazılar kanunlar göz önünde bulundurularak cevaplanmıştır.

  • Kanalizasyon şebeke yenileme çalışmalarımız tamamlanarak kesin kabulü yapılmıştır.
  • Kastamonu Üniversitesi Daday Meslek Yüksek Okulu projesi ve uygulaması için Belediye Başkanlığı olarak kurumlarla yapılan protokolde belirtilen tüm yardımlar yapılmıştır. İş bitiminde Daday Meslek Yüksek Okulu bahsi geçen protokolde belirtildiği gibi Kastamonu Üniversitesi’ne devredilmiştir. Belediye Başkanlığı olarak Daday Ümit Nafi Çeri Meslek Yüksek Okuluna ihtiyaç duyuldukça desteğimiz halen devam etmektedir.

 

 

 

 

 

 

 

  • İş merkezi çevresinde bulunan alanda peyzaj çalışmaları yapılarak alan Cumhuriyet Meydanı olarak adlandırılmıştır. Tüm çalışmaların tamamlanmasından sonra alan tören alanı olarak kullanılmaya devam etmektedir.
  • Merkez Mahallesi 266 ada 14 parselde bulunan tescilli Daday Belediye Hamamının restorasyonu için talebimiz karşılığında Kastamonu Valiliği Oluru ile Kastamonu İl Özel İdaresi İmar ve Kentsel İyileştirme Müdürlüğü tarafından yaklaşık maliyetin (849.312,847 TL KDV Dahil) %35,32’lik kısmı olan 300.000,00 TL’nin Taşınmaz Kültür Varlıklarının Korunmasına Ait Katkı Payına Dair Yönetmelik kapsamında Belediye Başkanlığımıza tahsisi uygun görülmüştür. (2016 yılı ödeneği)
  • Gıda, Tarım ve Hayvancılık İl ve İlçe Müdürlüğü denetimleri ile standartlara uygun olarak yapımı tamamlanan mezbahanemizde kesimi yapılacak hayvanların sağlık kontrollerini yapmak üzere sözleşmeli Veteriner Hekim çalıştırılmaktadır.
  • Makine ve araç parkımız geliştirilmiştir.

 

 

 

 

 

  • İlçe merkezinde bahar aylarında sokak yıkanması, kış aylarında kar temizlik çalışmaları ve günlük sokak temizlikleri yapılmıştır.
  • Kanalizasyon şebekesi yenileme çalışmalarımız sonucunda bozulan yollar için kilitli parke ve sıcak asfalt yapımı çalışmaları devam etmektedir.
  • İlçemiz muhtelif sokak yollarına 5,000 km sıcak asfalt yapılmıştır. İlçemiz muhtelif cadde ve sokak yollarına yaklaşık 20.000m2 yeni kilitli parke taşı alınarak döşenmiştir. 1.932 mtul ise bordür döşeme işi yapılmıştır.
  • Yine bazı sokak yenileme çalışmaları kapsamında sökülen kilitli parke taşlarını (5.000m2) ara sokak yollarına döşenmiştir.
  • Akaryakıt alımı ihalesi ve muhtelif ihtiyaçların karşılanması için doğrudan temin usulü ile mal ve hizmet alımı yapılmıştır.
  • İlçemiz muhtelif yerlerinde imar plan tadilatları ve imara uygun olarak ifraz ve tevhit işlemleri gerçekleştirilmiştir.
  • 17 adet inşaat yeni yapı ve yenileme ruhsatı verilmiştir.
  • 8 adet yapı kullanma izin belgesi verilmiştir.
  • Belediyemizce İller Bankası A.Ş. ‘den kredi kullanılarak arıtma tesisi projesi işine başlanmıştır. Henüz proje tamamlanıp teslim edilmemiştir.
  • Resmi kurum ve kuruluşların yazı ve taleplerine cevap verilmiştir.
  • Muhtelif kurum ve kuruluşlara keşif ve metraj raporu düzenlenmiştir.
  • İnşaatı başlayacak yapıların yerinde proje kontrolleri yapılmıştır.

Noter huzurunda kura çekimi ile gerçekleşen geçici işçi alımı Belediye Meclis Salonunda gerçekleşirken, 17 vatandaş başvuruda bulundu. Kuradan çıkan 10 işçi Belediyenin temizlik hizmetlerinde çalışacak ve maaşları ile sigortaları İŞ-KUR tarafından karşılanacak.
